My suspicion is that you didn't successfully clear the cache.  Did you
close down the map and delete all the "temporary internet files" or
whatever IE7 calls them?

You could also try opening a local map that you have forced the API
version to see if that works (still assuming IE is caching a broken
version of the API or the API loader).
