You'll need to "reverse geocode" your coordinates into time zones,
which is not all that difficult once you understand the methods, and
also need a database of time zone polygons. Time zones aren't
something you can calculate easily, they follow terrain and country
boundaries in some cases, so if you want anything accurate, it will
take work.

I believe that geonames.org has something available in this regard,
check their site for information on the topic.
