I don't think there is a way of knowing programatically, other than climbing the DOM tree and checking if images are present. However, the view at those high zoom levels can be quite uninteresting, like an air conditioner unit on the roof of some building or somebody's hotdog filling the entire map, so you might be better off setting the zoom to the "maximum common factor" of 17.
