Is Coventry in West Midlands for administration and Warwickshire for postal purposes? Or is it in Warwickshire for both? AdministrativeArea shouldn't be used for postal addresses. Anyway, at the moment, AdministrativeArea/SubAdministrativeArea is shot to pieces.
