You have two separate map variables. One global in the first script
var map = null;
And the second - as far as I see also in global scope - in the second
script
var map = new GMap2(document.getElementById("map"));
Is there a special reason why you're breaking the scripts apart?
You should also try to define a doctype for the whole document.
