Investigate licensing Google Maps API Premier, which is not cheap.
(Starts @ $10k/year.)

You might also investigate MS Virtual Earth as an alternative.  I
don't think there is a free lunch there either, as a license would
still be required.  But the MS platform might be better suited for
developing a Windows app.
