If the functionality of the web site is contrived to be usable only by
the custom client browser, I think that would be a gray area.

For example, suppose there is no password to access the site, but
certain functionality only works with a proprietary district ID
supplied by the client.  I think that violates the spirit of the TOS,
but it is arguable.
