Hi -

Just happened to read this thread. There is a new OGC document,
written in cooperation with Google, that defines the revision process
for KML - and any other OGC standard that was developed externally
from the OGC process but then submitted into the OGC standards
process. The primary design issue for te process is to insure that the
KML development and user community drives the revision process in
terms of requirements, test implementations, use cases, and so forth.
This document should be publicly released shortly.
