The hard part is identifying that this is the same user. (I assume that 
a new user can create a new marker).

You could require the user to log in before being allowed to add/edit 
the marker information, but since you must then ensure that users can 
easily sign up for a password without charge, they could easily sign up 
for a second password.

You could set a permanent cookie, but then the user could delete it, or 
use a different browser.
