It depends what you're going to do with it. Will it ever change? Will more than one person (the file owner) ever need to edit it? Will editing it be practical, if its a big file? Will you need to choose subsets of data from it, by searches or perhaps to fit the map view? Do you know everything you want to do with it now, or might you need flexibility in future? Do you need to discourage or prevent people grabbing a copy of the whole thing?
