Unequivocally, tile layers will be your best solution. Here's an example of a zip code overlay for the US from zoom 5 to 17:
http://www.usnaviguide.com/zip.htm The second best, for small areas, would be an image overlay but I would opt for tiles as they are the most flexible. More difficult to create but fast and efficient to the end user.
