Unequivocally, tile layers will be your best solution.

Here's an example of a zip code overlay for the US from zoom 5 to 17:

The second best, for small areas, would be an image overlay but I
would opt for tiles as they are the most flexible. More difficult to
create but fast and efficient to the end user.

There's a good presentation on creating custom tile layers available
on YouTube, search Google for "coryat google custom maps youtube" for
the URL.
