I'm with Rossko. I would say a browser is an application which allows users to specify a web address and which deals with HTTP requests and responses and displays the results. If a WAP browser satisfies that, it's a browser. Anyway, *my* mobile runs Mobile Internet Explorer, and that (whatever its shortcomings, which are many) really is a browser, on a phone.
