First let give my condolences for your legal problems.

Second, I suggest you look elsewhere for solutions to your legal
issues. Google will NEVER send you anything that makes them in any way
associates themselves with your legal entanglements. You at least have
some tangible evidence that you're right, now it's your problem to
find legal evidence that proves your case. It shouldn't be that
difficult to track down the person or contractor who built the fence.
Ask your neighbors for their help. They were there at the time, they
can give you an affidavit in your behalf. Most of the time that will
stand up. You're not being accused of murder here, are you? A simple
zoning problem should be easy to take care of with just a
preponderance of evidence.

Third, this is absolutely the wrong place to demand such a thing. It
has nothing to do with the Google Maps API nor anything to do with
programming, Javascript, GIS or any number of other acceptable
topics.
