I think you will find that the rules are the rules. Although the pricing seems a little fluid in that it appears to be 10000 of whatever your currency units are (dollars, pounds, euro...) There are a couple of ways of dealing with this: * make it a closed system and pay for a Premier licence * make it an open system where anyone can get a login id easily for nothing * make it an open system where links are not published and are so obscure that they won't be guessed easily (but could be accessed by anyone if they were guessed correctly) The last option is strictly within the letter of the rules, but is admittedly outside their spirit. It would, I think, be possible to publish links within a closed system, provided that anyone could get at the pages whether they had logged into the closed system or not.
