The API only returns a "click" event for the top polygon. My old technique, that predates the API clickable polygons, can be used to find all the polygons that contain the clicked point. You now need to set {clickable:false} on the polygons to allow the clicks to drop through to the map. http://econym.org.uk/gmap/inside.htm
