Yes. Israeli maps and UK postcodes come to mind.

You won't get a definitive answer to that question because it's
commercially sensitive. However, it's reasonable to surmise that it is
cost-related. A company [say the UK Royal Mail] will license Google to
use postcode data on their own site, but not to make it available to
all and sundry because the Mail will lose out on income. So they
propose to charge Google squillions of dollars to make up for that and
Google baulks at the cost. Result: it's not available in the API.

Google Maps used to use NavTeq tiles for North America, and they now
use Tele Atlas the same as the API.
