I think the idea is that you should provide that for your website, in
which case you need to include accessibility methods. See
http://andrew.leach.1.googlepages.com/keyboardhandler.htm for example.
If you don't include the relevant method (the keyboard handler in that
case), there's no relevance in a VPAT for the API saying that the
keyboard can be used.

But then: I'm in the UK where the Disability Discrimination Act is
different (albeit similar), so I'm guessing at the US requirements --
I assume you're referring to the 1998 Amendment to Section 508 of the
Rehabilitation Act.
