Some of us do, but I couldn't find the TOS. There is a reference: "Q: What are the licensing terms for Google Maps API Premier? A: Google Maps API Premier is available for additional uses that are prohibited by the free Maps API terms of service, like fleet tracking and certain internal uses." But no link that I could find.
