Sooner or later you'll have to, unless you buy a licence.  Google's
terms require your webpage to be publically accessible.  It's up to
you to find hosting, there is plenty about for free.

Use of GGeoXml requires Google's servers to be able to 'see' your KML
file so that's probably why that doesn't work either.
