Have you considered using a street database on your server? There are
a couple of good ones available at no charge if you're working with
USA locations. Snapping a polyline to a road wouldn't be that
technically difficult if you have the lines that form the road
network. I like the BTS National Transportation Atlas Database myself.

In order to see the road thing, you'll have to first select an area by
either clicking on the map or typing in a zip code. Read the
instructions on the page to figure out the rest.
