For "non-clickable" elements like polylines & polygons, Google uses
"mapslt", the successor to "mapsdt", to build a tile layer overlay.
Tiles are much faster than GPolys regardless of encoding.  Rebuilding
a poly for each mouseover/mouseout is impractical.  You could have a
pair of polys which you could toggle with hide/show.

You could try something like:
