OK...figured it out.

Although the Google server doesnt count static map requests against
the license key, it DOES check the HTTP_REFERER. So you still need to
host the page using the same domain name used for the license.

I figured since Google was counting requests per IP, and since the GET
request comes directly from the client browser, they didnt care who
hosted the page. Silly me. Makes sence though...it offers some
acountability for possible abuses.
