OK...figured it out. Although the Google server doesnt count static map requests against the license key, it DOES check the HTTP_REFERER. So you still need to host the page using the same domain name used for the license.
I figured since Google was counting requests per IP, and since the GET request comes directly from the client browser, they didnt care who hosted the page. Silly me.
