I've been working on something very similar recently...

See the most southerly marker - south of Middleton?

Click it and the map will center on it and zoom in a level.
Repeat clicking on it until the map is fully zoomed in - you should
see red and green markers around the bridge on New Road.

Green markers are clusters of intersecting markers - red markers are
normal clickable markers.

So at the map's maximum zoo level some markers still intersect and are
effectively unclickable.

At the map's maximum zoom level a click on a cluster marker cannot
zoom in any further so an infowindow instead appears containg links to
all markers in that cluster.

Click a link to a clustered marker and the green cluster marker is
hidden and then the clustered red marker appears - along with that
marker's infowindow.

Close the infowindow and the green cluster marker re-appears and the
clustered red marker disappears - leaving the infowindow of links to
markers in that cluster showing.

It's an incomplete project and needs more work done on it when i find
the time.
