What is "google weather maps" ? Never heard of it.
You can embed a map using the Google Maps API, and you can overlay data - for example weather data. But you will need to find a source for that data, dont think Google provide any API for it. Inputing a city or country and re centering the map is done with a Geocoder. The API provides one.
