The tiles are the tiles. The city names are painted onto the tiles. If you want anything different you'd either have to create your own tiles or add extra city names with something like ELabels (in which case you'd also need to watch for terrain map updates because the next tile release may well include London).
It's not just the UK that's got an odd distribution of cities, the whole world is affected at zoom level 5.
