We have the following requirement:

A (registered, paying) user enters his location details (city/street)
and gets a list of known cities (because often city names are not
unique) to chose from.

The problem is that for our very little userbase, google is quite
expensive (10 000$).
Something based on per-transaction fees would be better for us.

The requirement is pretty flexible, we just have to disambiguate the
address and get coordinates from it. A map is not really needed, a
simple list would be okay.

Can anyone give me suggestions if I missed something or if there
alternative ways to do this? I don't know where to ask or look for
additional information :/
