Just add it to the arguments that are passed when you call
createTabbedMarker like this (notice no braces)
var marker9 = createTabbedMarker(point, [...], [...], 'GCE');
and then your createTabbedMarker function should be
createTabbedMarker(point,htmls,labels,name) {
var marker = new GMarker(point, {title: name});
...
