There are a few big problems with that, including:

It's a direct violation of the Terms. (That particular Term is likely to 
be more strictly enforced than most because you'd be in direct 
competition with the map data providers, who originally produced the map 
imagery for use in conventional SatNav devices.)

If someone crashes their car, or if you crash your car and injure 
someone else, because your nav system distracted the driver, then you 
could well be legally liable.

The Javascript API doesn't have map rotation. It takes a lot more driver 
attention to drive south west using a map with north at the top than 
using a map that rotates to match the driving direction.
