It is reported that API keys for IP addresses that are in the ranges 
designated for private networks don't work without a Premier licence. 
E.g. if you obtain a key for http://192.168.100.32 you'll probably find 
that it won't work.

The private network IP ranges are
  10.0.0.0 - 10.255.255.255
  172.16.0.0 - 172.31.255.255
  192.168.0.0 - 192.168.255.255

I suspect that Google got fed up with people forgetting to pay for a 
Premier licence once their testing was complete, and decided to block 
private networks for free keys.

You can test for free on a single computer in http://localhost, or you 
can set up a webserver with a real domain name.
