If you mean Oneida County in New York,

If you prefer FTP like I do:
ftp://ftp2.census.gov/geo/tiger/TIGER2008/36_NEW_YORK/tl_2008_36_county.zip
You will have to use a utility like "shp2text" to convert the
coordinates to either XML or JSON.
