The free API does not allow access via a private ip address. This is to prevent users "forgetting" to buy a Premier licence when using the API on an intranet. There are ways around this restriction, for example if your computer is accessible via a name other than "localhost" -- but since the limitation is there for a particular reason it may not be a good idea to go into too much detail here.
