You need to be more specific about "doesn't always refresh". Is it that your KML isn't always loaded? Or that changes you to the data make aren't reflected in the map? Or that the map itself fails when you refresh the page? Actually I can't get your KML to load at all, and [understandably!] I don't have rights to access the spreadsheet directly to see what should be there.
