The Resource Guide appears to require Flash, which I don't have here.
There are problems when linking to a map from a Flash object, as the
Referer header doesn't get set consistently. This can result in a
server rejection message when the referer is checked.

A workaround so far has been to redirect to an interstitial page which
uses a meta-refresh tag to load the "real" map page. That sets the
referer header correctly for the API server-side checking.

The fix is not to use Flash.
