Loading on Refresh issues

Hi, I've an issue with the map in this link which I think may be down to variable declaration and function order, but it is proving elusive. Loading is proving inconsistent, and for some it is also not loading on a page refresh. Could someone have a look as I'm going codeblind and would appreciate some insight  - I'm on a mac, so browsers used in building it have been Firefox and Safari, I have not checked with IE though I understand from others that it is loading on IE.
