My scenario was meant to imply my Google Maps API implementation will never reside on a web server for public (Internet) consumption. My interpretation of the Google Maps API Premier makes it sound like the Client ID would only function if my Google Maps JavaScript API Premier implementation (HTML and other required files) was hosted from a domain that has been previously registered with the given Client ID.
Obviously an active Internet connection is required to actually use Google Maps JavaScript API.
