This is a classic nearest point problem. There are about a dozen ways
you can implement this, a lot depends on your backend architecture and
programming capabilities. If you can be more specific in what you have
in terms of server, os, database and language, maybe more helpful
suggestions can be made. A search of Google will also reveal many
methods of doing this, both spatial and mathematical.
