Thank you Marcelo and Mike for your quick replies.

I ended up adding the "always exist" base layer to my custom map type
(just a white 256x256 gif that I tiled as well). I tried the
GTileLayerOverlay() but it was giving me some problems. Being new and
not having time to play around enough with the GTileLayerOverlay, I
decided to stick with the base layer for now.
