This is very frustrating. I've been petitioning for a uniform geocoder response for more than a year now!!
It's bad enough that fields like subAdministrativeArea are present only *sometimes*, but the field "country" used to be present in every response. It was one of the fields that a parser could count on, but your example shows that that's no longer the case.
