Websites are blocked by *key* (if you use the geocoder HTTP interface). In such circumstances you can use other pages that use geocoding, but nobody can use geocoding on your page. *Users* are blocked by IP address (if you use the GCLientGeocoder interface). In such circumstances, other people can use your website without problems, but you can't use other pages that call GClientGeocoder.
