Seems like a php question.
Latitudes are numbers between -90 and +90 (only ~-85 to ~+85 work on
the mercator projection used on the normal google maps)
Longitudes are numbers between -180 and +180 but they can be aliased
to multiples of 360 if you want to...

Is that what you are looking for?
