It is against the Terms of Service, para 7.4(d) and 9.3(a). There
isn't an easy way of doing it; you should have to add the terms
explicitly to your page and remove/hide the ones provided on the map.
If you really have *moved* the logo and Terms link instead of
providing new ones I'd be interested to know how you have done that --
and strictly that is still contrary to those terms.

If you are worried about that text obscuring text in the map which you
are interested in, increase the size of the map accordingly. That is
(using your example) extend the vertical size of the map so that it
uses the space you are currently displaying the logo and terms in, but
keep the position of the image constant -- centre it slightly south of
where you are currently centring it. The overall size need not exceed
what you are currently using to display the map and the links.
