Thanks for your reply and good example. Your example is very nice.

I am able to see javascript error in that your example also while
refreshing in IE7.
How to reproduce javascript error on your example? Refresh your
example page for some time, it will give error, I am able to got twice
in 5 minutes.
Error Description: It is loading first frame and not loading 2nd frame
and stop by showing "waiting for Frame1" with javascript error.

This is almost similar to what I am looking for, in my case some
javascript is stopping my map to load but next refresh works fine.
This might be only IE issue because your example is working fine on
Firefox. This happened rarely.
