Thanks but I think that's a separate issue.  My issue is that
getBounds() is useless to define the viewport when zoomed out to level
0, even if it does return the "correct" results.  I want to map upper
right corner and lower left corner of the container/viewport pixel to
the larger map div pixel.

I don't think there is any way to do this at zoom level 0.
