It's thus not really a technical issue, but a legal one. For what it's worth, I have commented the bug report to the effect that what's needed is a policy change rather than a bug-fix. I'm not a frequent visitor here so I don't know how close an eye the Google folks keep on the discussion, but it would be nice if someone from Google could weigh in, or clarify. Though my fix is consistent with the spirit of the TOU, I'm not comfortable with the fact that it violates the letter (and is anyway a pretty fragile fix as others have pointed out).
