For cities, "as the crow flies" distance may work just as well as
driving directions, plus there are no restrictions in how you use and
store data you created from a formula, driving distance is derived
from the API's routing engine, which has some pretty severe
restrictions on how you can obtain the data, store it and use it.

You can get coordinates for your cities from http://www.geonames.org -
no restrictions in how you use the data from this site either.
