I'm not sure what you mean by a "newsgroup" or "forum" interface. You can either use the web interface at http://groups.google.com/group/google-maps-api/topics?start= or set your membership to receive emails. If you receive emails, you can still use the web interface. The web interface handles threads. If your email client does, that can also work.
