Please repeat this mantra: there is no such a thing as a "google licensed
key".
Seriously, stop thinking of keys, they're gone! (for everyone in V3 and for
you in all other APIs).
As a Premier customer you don't need an API key, just use your client id as
explained here:

http://code.google.com/apis/maps/documentation/premier/guide.html#SyncV3

For the JavaScript and Flash APIs, you don't need the crypto key.
