Okay, that is part of the 'Gears' API.

The discussion and support forum for Gears is at
http://groups.google.com/group/gears-users/
not here

The terms of use for Gears is at
http://gears.google.com/tos.html
and clearly says
"5.3 You agree not to access (or attempt to access) any of the
Services by any means other than through the interface that is
provided by Google, unless you have been specifically allowed to do so
in a separate agreement with Google. "

Here, the interface provided by Google is described
http://code.google.com/apis/gears/api_geolocation.html
it is javascript based

Here's a post that may help clarify
http://groups.google.com/group/gears-users/browse_thread/thread/946f93e675eb342/f1394df79903b139

Note that Gears is deprecated, and may be turned off one day
