This list says geocoding is available in Turkey, "same as tiles". That means that the geocoder can only cope with requests which match what is shown on the map. Normally, diacritic characters usually work if they are replaced by their normal version: "Fatih Carsisi Seref Sirin Mah 42030 Konya", but that doesn't work here either.
