Probably. There are two reasons I can think of:
1. The geocoder is different from the Google Maps geocoder and it may
not contain data at that level (of postcode)
2. It may not contain that data because, potentially, postcode
districts can straddle local government boundaries -- TN3 and TN4, for
example, both cover parts of Kent and East Sussex, so rather than give
wrong information they give none. A full postcode including the
inbound portion is far more likely to be wholly contained by a single
administrative area.
